Rap Sheet

Three issues of the Portland Police Association’s newsletter, The Rap Sheet since we last linked to it. All of them contain articles of some interest:

Rap Sheet [pdf] , October 2010
Highlights:

  • Daryl Turner’s President’s Message column (page 1) discusses police bureau’s internal investigation into the Aaron Campbell killing and other internal investigations.
  • An open letter to Oregonian columnist Steve Duin, from retired Sergeant Karl McDade, argues that “All of the recent incidents [of police violence] to which you have referred have been created by police officers following their training.” (page 4).

Rap Sheet [pdf], November 2010
Highlights:

  • Daryl Turner’s President’s Message (page 1) again discusses discipline and police internal investigations into officers’ violence.
  • The PPA’s attorney, Will Aitchison, has an article (page 1) which outlines the details of the PPA/City contract language on officer discipline.
  • The first in a three-part series of articles on the history of law enforcement in Portland by Jim Huff, the director of the Portland Police Museum (page 4).
  • An article entitled “Excusing the Oakland Rioters: Looting is not a Form of Civil Protest,” by Heather MacDonald, reprinted from the Weekly Standard (page 8).

Rap Sheet [pdf], December 2010
Highlights:

  • Daryl Turner’s President’s Message (page 1) argues that firing Ron Frashour and disciplining Ryan Lewton, Liani Reyna and John Birkbine for their actions at the scene of the Aaron Campbell killing benefits no one.
  • An article outlines the details of binding arbitration, by PPA attorney Will Aitchison (page 6).
  • Devallis Rutledge discusses the finer points of “reasonable suspicion” in an article entitled “Justifying Temporary Detentions: How Much Suspicion is Enough?” (page 8).
  • Part two of Jim Huff’s three-part series on the history of Portland law enforcement (page 11).
